In my opinion, Hello Kitty was the riskiest of all. Yes, her popularity had already declined very much by that time, but people had still - even a little - faith in her changing and becoming more mature during that time imo. And she turned around with HK as a single as well as that video which despite getting a lot of attention, it was for all the wrong reasons.
Girlfriend was an extremely risky choice of single as well. She was at the peak of her popularity and a sudden change could mean losing many fans. Something that indeed happened. However, I didn't vote for Girlfriend because it is a very catchy as well as radio-friendly single and its success could be foreseeable to some extent. Something which cannot be said about HK.

^ To add to that, the last single Avril released before HK was LMG, an overall "mature" single and the video displayed a mature image from her. It was a big risk to do something that was essentially the polar opposite to all of that.
And while it can be argued that Girlfriend made her lose lots of fans, I think she in turn gained lots of new ones, so IMO it's not really that big a deal if she lost fans from releasing it. It happens with every album, fans come and go, no matter what. I would say though with HK that she might have lost fans AND not actually gained many (if any) new ones from it. Girlfriend IMO was a risk that paid off, HK didn't.
