I was in a shopping centre's lift. A guy who was heading to dinner with a woman and other guy was making eye contact with me by raising his eyebrows and head. I gave him a smile for response. When some of the people got out of the lift, he stood beside me. I'm not sure what was that mean. Was he trying to make normal friend or boyfriend of me? By looking their appearance and hearing from their speaking, they possibly was European. I've never experienced with European. Could someone explain that ?

No idea. Someone raising their eyebrows is usually not a sign of any positive recognition, except when they do it in an obvious flirty way.
